Blowing Electric Green O's

I just moved in to a rental townhouse and the air from the vent is only about 95 degrees when I set to 65 degrees. So it keeps running every 10 mins and it doesn't get warm at all. I kept calling the rental company and they say it's normal. But I don't think so.
